At this time, tobacco products are available only for purchase in California. To be approved, your account must include a valid California tobacco license in good standing. We’re unable to approve tobacco sales in other states right now.

If you plan to sell tobacco products in California but don’t yet have a license, you can apply through the California Department of Tax and Fee Administration (CDTFA).

California has statewide restrictions on flavored tobacco products, but hookah tobacco is specifically exempted under state law. However, individual cities and counties may have stricter local rules that affect how flavored products can be sold or distributed. Our hookah tobacco products are offered for resale only to properly licensed retailers. Because regulations vary by location and may change over time, retailers should review the laws in their own area to determine what is permitted for sale.
