RAW rolling papers are closely associated with Spain, but their production story is more international than the packaging might suggest.
The Alcoy Connection
The strongest historical connection is with Alcoy, a town in Alicante that has been making paper since the 1700s. Over time, the region became known for producing exceptionally fine, lightweight papers, including the delicate sheets used for cigarettes and hand rolling.
That heritage made Alcoy an important part of RAW’s identity. Longtime customers may remember the town being mentioned more prominently on older packs and in earlier marketing.
More recent packaging tends to refer simply to Spain. One confirmed supplier of RAW-branded booklets is Iberpapel, a manufacturer based in Benimarfull, a small village near Alcoy. The company describes itself as an heir to the area’s paper-making tradition, linking modern production with the craft that made the region famous.
The French Connection
RAW Organic Hemp paper is produced in France and sent in large rolls to Benimarfull, Spain, where it is cut and converted into booklets. RAW has also said that some of the paper is prepared there for cone production.
Why Ireland Appears on Some Boxes
Ireland also plays a role in the production of some RAW cones.
Certain full boxes identify Ireland as the country of manufacture. HBI Innovations, the company behind RAW, works with Abellio Productions there to make cones using automated equipment.
The choice of Ireland was practical. HBI has pointed to the country’s skilled workforce, including its experience in pharmaceutical manufacturing. Ireland’s naturally humid climate also helps when working with thin, delicate paper.
Ireland is not RAW’s only cone-production location. HBI products have also been assembled in Indonesia and Moldova, which is why the country of manufacture can vary between products and production runs.
So, Where Are RAW Papers Made?
Spain remains at the centre of RAW’s paper-making story. Alcoy provides the historical foundation, while nearby Benimarfull plays a role in modern production. Some Organic Hemp paper is produced in France, and some finished cones are manufactured in Ireland or elsewhere.
What looks like a simple pack of rolling papers can carry a production story spanning several countries and centuries of paper-making tradition.
